Cardinal Orlando B. Quevedo, O.M.I, metropolitan archbishop of Cotabato (Philippines), was born in Laoag on 11 March 1939. He carried out his classical studies at the "Notre Dame High School" in Marbel and studied philosophy in the minor seminary of San Jose, Quezon City.

He then entered the novitiate of the Oblates of Mary Immaculate in Washington (U.S.A.), where he completed his studies, and subsequently obtained his degree in Pedagogy from the University of St. Tomas in Manila.

After his priestly ordination on 5 June 1964, he served as co-operator vicar in the parish of the Cathedral of Cotabato for a year, meanwhile holding the role of assistant at the University of "Notre Dame" in the same city. He was appointed as a lecturer at the same institute in 1966, where he became rector in 1970.

He was appointed bishop of the then Territorial Prelature of Kidapawan on 23 July 1980, receiving Episcopal consecration on 28 October. Upon the erection of the new diocese of Kidapawan on 15 November, 1982, he became its first bishop.

He was promoted to the metropolitan see of Nueva Segovia on 22 March, 1986.

On 30 May 1998 Blessed John Paul II appointed him as archbishop of Cotabato.

Created and proclaimed Cardinal by Pope Francis in the consistory of 22 February 2014, of the Title of Santa Maria «Regina Mundi» a Torre Spaccata.
